Paul is an economic development expert, focused on the role of the private sector and the enabling role of government. Within this field he has conducted diagnostic analysis and performed assessments and evaluations of government programmes and policies, state-owned companies and international donor initiatives. His analytical work culminated in recommendations for national policy changes, tactical modifications to existing programmes, strategic re-positioning of institutions and the design of new development finance vehicles to improve impact, sustainability and value for money. He is currently involved in providing advice on a Just Energy Transition in South Africa and economic development in renewable energy.
